Regulation is ok but regulation missing

Mr. Yusuf Günay, President of EPDK (Electricity Market Regulation Authority-EMRA) handled The EU Electricity Directive for Kaynak Elektrik. Mr. Günay emphasized The Turkish Electricity Market Law, which was passed on The Parliament at 3 March 2001, was fully in harmony with the EU Electricity Directive No 96/92/EC. That directive informs the public about the seperation between network and commercial activities, legal protection of consumer rights, establishment of regulatory authority and realization of 100 per cent market liberalization. On the other hand, in the EU’s 2005 Progress Report, some significant points were underlined:
-The dominance of state electricity company should be revised,
-Restrictions should be removed in cross-border trade,
-Settling of long-term energy agreements,
-Abolishing of cross subventions,
-Decreasing of distribution losses.
