New Approaches in Engineering Education (Part 2)
(Muhsin Tunay Gençoğlu – Eda Gençoğlu)

To reach those aims writers have below offers: Senior students should take entrepreneurship lessons in their final year. Students should acquire ability of solving problems themselves. None of the engineering students should not start education without knowing their foreign language level. And education language must remain Turkish. The number of lesson and research books should be increased. For an effective usage by the lecturers and students, the Internet infrastructure should be developed. An education system based on memorization should be got rid of asap to raise creative and potential problem-solving engineers. Quantity of funds to universities should be higher for the development of the country. And finally, university&industry cooperation must be encouraged to catch technological developments, to be innovative and to contribute to the development of the country.

Myth and reality – Azerbaijani Electrical Energy Market – (by Ilham Shaban)
The substantial and once well-developed electrical energy industrial sector in Azerbaijan is an inheritance of the former USSR. It has since fallen into a state decay and disrepair. Its infrastructure has diminished to a point where electrical engineers and technicians are having difficulties keeping the system patched together and fully functional. Much of the equipment has outlived its normal operational life. The technology and support staff is no longer appropriate to current and future consumer/industrial needs. The problem is also related to a lack of financial resources for modernization, proper maintenance, poor training, corruption and corporate management.
Presently there are 7 thermal and 5 hydro electrical power stations in Azerbaijan. Projected generating capacity of functioning power stations amounts to 23 billion k/h but in reality the reality and actual output is quite different.

Status of electricity network took over by Barmek
Some striking features of electricity distribution network in Azerbaijan took over by Barmek are as follows:
—Structure and number of subscribers were unknown.
—Traders and plants reversed their counters to the amount they required every 10 days thru the private entrepreneurs.
—Since there is no measurement system, the collector required USD 4 or 6 from the subscribers. If not collected that amount, he would stop supply of electricity at same day.
—The share of the state in the collections was lesser, which was mainly based on that there had a special tariff to work as a collector or engineer to be paid higher offices.
—Some plants and towns were using electricity as unrecorded subscribers.
—There was no a real evidence to know the technical losses.
—There was no sanctions against illegal electricity usage.
—Top important bureaucrats insisted not to pay the electricity invoices of their houses and workplaces.
—Most people used to think electricity was a right sent by God, so it should not be paid for it.
—Illicit lines turned into web that were taken from elevators and common lighting.

Order changed but not the union leader

The union was established in 1920 during USSR and 80.000 members including workers of public works, sewerage, water and electricity distribution sectors, said Mr. Jafarov. 4000 of those members were from electricity business, added Cafarov. He has been working in the union for 25 years, and serving as a union leader for 15 years, underlined Jafarov. As the union they have the to go on strike legally and the main objective of the union was to run collective bargaining, emphasized Jafarov. And also the wages of the workers raised greatly after Barmek entering the Azerbaijani electrical market, said Jafarov.
BASO / Barmek Automatic Counter Reading System
